Government to overhaul young driver rules

Young drivers could benefit from improved training and lower insurance premiums as the government confirmed its intention to launch a green paper on improving the safety and reducing risks to young drivers.

Among the proposals being considered are:

  • a minimum learning period before candidates are permitted to sit their test
  • enabling learner drivers to take lessons on motorways, and perhaps during adverse weather conditions or during darkness to encourage greater practice prior to taking a test
  • increasing the existing probationary period from two to three years for a new driver’s licence to be revoked if they receive six or more penalty points
  • making the driving test more rigorous to better prepare learners to drive unsupervised
  • incentives for young drivers to take up additional training after passing their test.

The government is also considering the possibility of imposing temporary restrictions on newly qualified drivers and further details will be included for discussion when the green paper is published.

Salon owner in court for insurance failure

The owner of a Herne Bay hair salon has been fined for failing to provide legally required insurance cover that enables employees to claim damages should they be injured at work.

The owner neglected to arrange Employers' Liability Compulsory Insurance (ELCI) when he took over the business last year.

Canterbury Magistrates' Court heard that an investigation by the Health and Safety Executive (HSE) in August 2012 into a complaint from a concerned employee established there was no cover in place for at least three months.

TUC launches updated workplace safety guide

The latest edition of the TUC's safety publication 'Hazards at Work' has been published amid growing concerns over cuts to workplace safety inspections.

The guide, now in its 30th year, warns of a 'hostile' political climate to health and safety that has resulted in the Health and Safety Executive (HSE) being prevented from making proactive visits to many workplaces to check that employers are working in ways that don't put their staff at risk.

The government has cut the HSE budget by 35%, and local authority safety inspection teams are also working with substantially reduced funding, at a time when the UK's safety record appears to be getting worse.

Safety clampdown on construction sites

Unsafe practices on construction sites are to be targeted as part of a national initiative aimed at reducing death, injury and ill-health.

During a month-long drive to improve standards in one of Britain's most dangerous industries, the Health and Safety Executive will visit sites where refurbishment or repair works are taking place.

Inspectors will ensure that construction sites are effectively managing high-risk activity, such as working at height.
